- Biometrics in Abu Dhabi. A short trip from Riyadh, Jeddah, or Dammam to the Latvian embassy in Abu Dhabi, which forwards the file to OCMA — the Office of Citizenship and Migration Affairs — in Riga.
- Direct filing at OCMA in Riga. The applicant travels to Riga, submits in person, and has biometrics captured there. For many Saudi-based families this is the faster route, because it removes the embassy-to-Riga transit stage entirely.

- Contract, share-capital subscription, and shareholder registration. The €50,000 share-capital subscription is wired to SIA "Las Palmas", and within 48 hours you are entered into the Latvian Company Register as a shareholder. The shareholder agreement contains a refusal-triggered buyback clause: if OCMA refuses your application, SIA "Las Palmas" repurchases your shares for the original €50,000. The €10,000 state contribution and the €3,000 legal fee are paid only after a positive OCMA decision. The only cost in a refusal scenario is the OCMA examination state fee paid at filing.

Do I have to leave Saudi Arabia or live in Latvia?

Will Latvian residence affect my Iqama, Saudi employment, or business?
No. Latvian residence is held in parallel with your Saudi status. It does not affect a Saudi citizen's passport or a resident expatriate's Iqama, employment contract, or business. Latvian tax residency is only triggered by physical presence of 183 days per year or moving your centre of vital interests to Latvia — if you remain based in Saudi Arabia, your tax position is unaffected.
Who in my family is included?
The application covers the principal investor, the spouse, all children under 18, and persons under legal guardianship — under the same single €50,000 subscription. Each family member pays their own small state fees (~€160 per person per application); the €50,000 and the €10,000 state contribution are paid once per investor, not per family member.
Do I get the €50,000 back?
You should treat the €50,000 as the price of the residence. At the end of your engagement — typically at year five — the company repurchases your shares for €1, so in economic substance the €50,000 is a non-refundable fee. There is one important exception: if OCMA refuses your application, a refusal-triggered buyback clause returns the full €50,000 to you. All of this is disclosed in the shareholder agreement before you pay anything.
